Network of organizations dealing with WTO affairs in Guangdong

  • Guangdong has strengthened the competences of authorities with respect to WTO affairs
    • Guangdong provincial government reinforced its leading position in WTO affairs by publishing Key Points of Guidance on Actions Taken by Guangdong During the Transition Period of China upon Accession to WTO.
    • In response to the requirement to establish a uniform, liberal, competitive and orderly market economic system, the provincial government reorganized economic administrative departments twice in 2000 and 2004, and authorized Foreign Trade and Economic Cooperation Department of Guangdong to uniformly administer the WTO affairs in the province.
  • Guangdong has created authorities responsible for relevant affairs
    • Bureau of Fair Trade for Import and Export under the Foreign Trade and Economic Cooperation Department of Guangdong was set up, to create fair trading environment.
    • Guangdong WTO Affairs Consultation Service Center was set up, to enhance research, consultation and training with respect to WTO affairs.
    • Guangdong Complaints Center for Foreign Investment was set up, to strengthen supervision over the law enforcement.
    • Guangdong WTO/TBT Consultation and Research Center was set up, to enhance research on technical barriers to trade.
  • Setting up Guangdong WTO Affairs Enquiry Council by integrating the resources in the whole province
        Guangdong WTO Affairs Enquiry Council integrated all bodies dealing with WTO affairs in the province, including 68 units such as relevant authorities in governments at various levels in Guangdong, education and research institutions, representative enterprises of various sectors and consultation and intermediate agencies, which is a provincial working unit for WTO affairs.

Bureau of Fair Trade For Import and Export

  Mandates:

  • Responsible for work involving fair trade, such as anti-dumping, countervailing, safeguard measures and injuries to industries investigations;
  • Guiding and coordinating enterprises in the province in responding to anti-dumping, countervailing and safeguard measures investigations with respect to exported commodities of Guangdong which initiated by other WTO members;
  • According to authorization, undertaking investigations of dumping margin and injuries to industries with respect to anti-dumping, countervailing and safeguard measures.

Guangdong WTO Affairs Consultation Service Center

  • Mandates:
    • Contacting China-WTO Notification Enquiry Center, following up new WTO rules, and establishing WTO database.
    • Offering WTO affairs consultation service to enterprises and relevant departments, to help various enterprises get acquainted with WTO rules and agreement and international economic and trade practices.
    • Organizing relevant training and exchange activities.
